DESCRIPTION - OBJECTIVES
The Jean Monnet Module “Application of European Digital Agenda in Cyprus” (EUDACY) aims to strengthen the potential of the Republic of Cyprus to meet its obligations as an EU Member State in light of the adoption of key European legislations under the European Digital Agenda, such as the Digital Services Act Package, the NIS2 Directive, and the AI Act. By promoting excellence in teaching and research, EUDACY seeks to enhance understanding and implementation of EU values in the context of digital transformation. The project highlights that digital policy is inseparable from the EU’s objective of building an open, democratic, and sustainable society where trustful technology development aligns with European ethical standards, social norms, and fundamental rights.
EUDACY focuses on the application of EU values, as laid down in Article 2 of the Treaty on European Union (TEU), within the digital environment. These include respect for human dignity, freedom, democracy, equality, the rule of law, and human rights. In accordance with the European Declaration on Digital Rights and Principles for the Digital Decade, EUDACY emphasizes a human-centric approach to digital transformation that ensures fairness, inclusivity, and sustainability. The project also addresses critical challenges raised by digitalization—such as the impact of artificial intelligence on human rights, data protection, algorithmic governance, disinformation, and hybrid threats—by promoting a balanced approach between technological innovation and the safeguarding of fundamental freedoms.
Through six newly developed teaching courses, public events, debates, and seminars, EUDACY aims to expand and enrich the quality of EU studies in Cyprus. The Module will engage students, researchers, policymakers, journalists, and legal professionals, fostering a deeper understanding of EU digital policies and their relevance to national contexts. The establishment of a Research Unit on Law and Technology at the University will further strengthen the scientific research capacity in this field, ensuring effective dissemination of results to national authorities and the wider public. All teaching materials and research findings will be made publicly available, contributing to transparency and public awareness on EU digital transformation.
The added value of EUDACY lies in its contribution to the harmonized incorporation of EU digital legislation into the Cypriot legal system, including national laws on data protection and cybersecurity. Building upon the experience of the previous EU-funded project “Training for a European Area of Justice” (TrEAJus), EUDACY continues the mission of promoting the respect and application of EU values in the evolving digital era. By doing so, it supports Cyprus in achieving compliance with EU digital regulations and strengthens its role in the European Digital Decade, ensuring that technological progress is aligned with democracy, ethics, and human rights.
